During his five terms as City Attorney for Redondo Beach, he served as chief legal advisor to the Mayor, City Council, and city departments, managing state and federal litigation, negotiating complex transactions, and ensuring compliance with California’s evolving regulatory landscape. In his prosecutorial role, he helped create landmark initiatives such as Functional Zero Street Homelessness, as well as Homeland Security and civil gang-injunction strategies that earned statewide and even national recognition.​

Before his tenure, in Redondo, Michael served as a Deputy City Attorney and Deputy District Attorney, where he built a strong foundation in litigation, prosecution, and public service.
